This Todd individual replied to some mail I sent and informed me that this type of arrangement was okay. 			<description><![CDATA[<p>For future games TOP, if you would like I will buy you tickets and E-Mail you a copy of the ticket, before the drawing takes place of course. There is no sense of spending money for postage for losing tkts (or posible mail violations) should you have a small prize it will be kept in the kitty for future tickets. The tickets cost $1 so lets say I charge you 1.10 and 5% of any winnings over $400.I am trustworthy so let me know if you want to start with 1 tkt or 5</p>]]></description>

They also indicated that purchasing tickets online or mailing tickets via USPS is illegal. How does any online agent get around this.
