What usually happens is that, before a lottery is introduced, education (for example) gets $10 billion from the state. After the introduction of the lottery, education gets $5 billion from the lottery and $5 billion from the state. 			<description><![CDATA[<p>the reason states have limits is because back a few years ago a group of investors all pooled their money for i believe it was either virginia or south carolina state lottery and bought all possible numbers (9 million) and won 27 million and tripled their investment... kind of anti-competitive if you ask me...</p>]]></description>

When I went to Michigan last week to buy tickets, the store had a sign that had a limit of $200 at one time and then you had to go back to the end of the line. With those kind of rules it would have be a pain to buy $1000 worth of tickets.RJOh</p>]]></description>
