The ONLY occasion where someone should choose annuity is when the game allows the choice to be made AFTER the win.

Annunity is for those who know their own limitations. Most of the people on this planet can't imagine that kind of money and I've heard so much about bankrupt former lottery winners, driving around in luxury cars that they can't afford to insure or, afford the upkeep on their mansion.My mom said she'd take it all and give everyone (she felt like giving) a million. Hey I've been living in NY for 56 years, I know what I am talking about! I have won the lottery 3 times! I won $100,000, 2 million, and 23 million! And a lot times with Pick-3 etc.

You didn't read my first message. NY Lotto players who want lump sum must choose WHEN we play instead of after we win. I go to Connecticut twice a week, where Powerball/Classic Lotto players choose AFTER they win. All Powerball members allow the Powerball winner to choose AFTER they win.

Good that NY doesn't let you choose cash, Annuity is the best choice. Even the rock who won, is choosing annuity.

Last week I e-mailed the NY Lottery about whether they'll ever adopt the '60-day rule.' I got a response today saying that New York state law requires the cash/annuity choice be made at time of purchase, despite the 1998 Federal regulations.
