			<description><![CDATA[<p>My definition of  random  includes computer quick-picks, and, of course, lottery machines selecting the winning balls, but NOT when someone is thinking which numbers to play on their betcard. Lottery players with any intelligence will agree that the cash/annuity choice belongs with the player. Remember that here in NY the choice must STILL be made at time of purchase; a ticket marked  26 ANNUAL PAYMENTS  that wins CANNOT be changed to cash. 			<description><![CDATA[<p>When someone marks in the numbers on the playcard themself they selected the numbers at random. The computer does the selecting at random on the quick pick play. No matter how numbers are selected they are all selected at random.  To receive cash or annuity should be the option of the player. The state has the cash available for payment and should not be the states decision how you are to receive it. John</p>]]></description>
