New York residents would most likely still need to pay NY taxes on the prize, especially because NY-NJ have income sharing agreements, etc.-Todd

NJ residents _do_not_ pay state income tax on winnings from NJ lottery tickets. That's why there is no state withholding on NJ lottery prizes.

...someone from NYC or Rockland County, NY went to neighboring Bergen County, NJ, to buy what turned out to be the winning ticket, since (1) there is no state withholding from NJ lottery prizes; (2) the cash/annuity choice made in NJ for Mega Millions at time of purchase IS NOT binding, unlike in New York
