			<description><![CDATA[<p>Earlier this year or late last year some guy in NJ mailed his jackpot winning ticket to lottery headquarters. I don&#x27;t believe he was fined or imprisoned.I believe the federal law is there to keep out the scam arists and chain letters that were so prevalent in the 70&#x27;s and 80&#x27;s.</p>]]></description>

The way this law reads, if I mail my winning ticket (double-registered) to the lottery corp to claim my winnings I could be spending those winnings, minus the fine, in the crowbar hotel!Only in America, land of opportunity. 			<description><![CDATA[<p>Say you bought a mitfull of quickpicks for a big jackpot lotto; say for something like the $238 million CA SuperLotto Plus a while back. Big jackpot, big lineups, only those in or close enough to CA to get a ticket get a shot at it..Say you scan your tickets and put them up on Ebay (before the draw, of course) and sold to them all to the highest bidder. Unless it says somewhere on your ticket  not for resale , this could be legal.</p>]]></description>

They buy tickets for you and their liablity is limited to what you paid them not to what you think you&#x27;ve won. LotteryUniverse seem to be based in Texas, but they do not buy lottery tickets in Texas, so it unlikely the courts of Texas could help you if you had a dispute over winnings in California or the Powerballs and MegaMillions States.
