If you live in NJ, there's _no_ reason to buy MM tickets in NY. And I _live_ in NY state

I live in PA but on occasion have bought MM tickets in MD rather than NJ, because I'm in MD at the time and it is just more convienient. Yes, he didn't win as much by buying in NY as he did in NJ, but he did win. Assuming he quick picked his numbers there is no guarantee he would have won in NJ.

Had he bought the ticket where he lives, there would have been NO state withholding, and he would NOT have to pay state tax on his winnings (and he would NOT have been pressured to make the cash/annuity choice at time of ticket purchase).
