The GA Change Game allows only THREE winners per drawing. Being able to buy a 25c ticket would be great for lottery players-but the novelty will wear off quickly (as it appears in GA in just its second week) if the game(s) is/are structured to provide very few winners. I would try a 3/99 quick-pick-only game where 2#s wins; any drawing not having a perfect match would roll the top prize money to all holders matching 2#.

I think that is awesome. I'd love to see PA get a change game. Turn 25 cents in $20,000? I'd play every day.
