			<description><![CDATA[<p>I am not sure, but I read somewhere that the IRS considers that you have received your lottery winnings at the moment you validate your winning ticket. The lottery commission takes 27% off the top of your check for federal taxes. But that&#x27;s not all you owe. The total tax bill will be 38.6% due on april 15. If you win on Sat you won&#x27;t have time to get your money into any tax free or tax deferred investments before the end of the year. It might be best to wait until Jan 1 2003 to validate.
