			<description><![CDATA[<p>The NY Lottery website has a new look. However, it won&#x27;t encourage me to drive to the nearest convenience store to buy their tickets. The NY Lottery needs to phase out its ANNUITY-ONLY scratch games, and dventually allow Mega Millions/Lotto players to choose cash/annuity AFTER they win. 2003 is the 25th anniversary of NY Lotto; rather than  celebrating  a quarter century, the NY Lottery should push the state Legislature into allowing the Lotto prize pool to be at least 50% of sales.</p>]]></description>

			<description><![CDATA[<p>Gary: CA and NY require the cash/annuity choice when you PLAY. Here it&#x27;s more or less  assumed  that everybody wants lump sum unless the player says otherwise. Mega Millions tickets cannot be canceled in NY (or anywhere as it&#x27;s a multi-state game.) Since March, NY has had a terrible scratch game with Lotto free plays as prizes... they all say  26 ANNUAL PAYMENTS</p>]]></description>

			<description><![CDATA[<p>CASHWhen you buy the big game ticket in NY, would they ask if you want CASH or Annuity? I was in San Jose 3/4 months back and the SUper Lotto was 40 million. I decided to buy a couple and the guy asked me if I wanted CASH/Annuity. Not sure how it works in NY. It would be too bad if the guy gives by default ANNUITY ticket....</p>]]></description>

			<description><![CDATA[<p>Bradly: As a NY resident, I believe Powerball is a somewhat better game than MM, even without the PowerPlay option. If Michigan had joined MUSL, it could have sold  Hot Lotto , with or without replacing Michigan Millions with WINFALL.</p>]]></description>
