CASH: I believe he takes office on Tuesday. I think he is going to focus on lowering property taxes first (one of his campaign promises). I wouldn't expect any changes/additions to the PA Lottery announced until summer. I know he is advocate of getting Keno in the state and possibly Riverboat Gambling. Regardless, Rendell will be a great governor for us. Just like he was a great mayor of Philly.

CASH,Although I prefer the lump sum, I must say that on a few occasions I chose Annuity Option for the PA Super 6 (before Powerball was offered here). The main reason was to extend the excitement for a few more minutes. For example...if I bought CASH OPTION only tickets and the winner (as posted on the PA Lottery website) was an Annuity ticket, then I knew I didn't win. So sometimes I would buy 1 Annuity ticket and the rest Cash just to keep the excitement going.

smd: That is precisely what people who want annuity SHOULD do: choose _lump_sum_ anyway, but then SHOP AROUND for the annuit(y/ies), while also considering other kinds of investment vehicles. Of course, where players must make the choice when they PLAY (like here in NY) they are pressured into choosing annuity now , then realize after they win that they blew it.

AnnuityIsGreat,Wouldn't you recommend taking a lump sum and then using that money to invest in Annuities? That way you could control your own money as opposed to being locked into the Lottery's annuity? After all, I see commercials all the time about companies that will pay you cash for the rest of a lottery annuity. Seems to me that those commercials are geared towards people who did not put their money away safely even though they had an annuity. Now you asked for a real example. So let's go wit... [ More ]

Next I go to a Tax attorney to set up a trust fund............(although I hate attorneys) but believe me, I would shop around.I already have paid my taxes on the lump sum the rest goes into trust......it is a generous trust. It leaves me much spending money per year. I don't need that much money; I am very comfortable now. I never brought up family values or any political agendas here.First, govt taxes everyone on everything for various reasons. There is no double taxation on lottery winnings. I am adult and I don't need anyone to supervise or allot me any money. I was just telling my husband over dinner last night that if we should ever happen to win big that we just keep it all in cash. If you invest it, you will probably make some money and end up having to pay the government another tax on your dividends. Choosing one or the other doesn't make one stupid, we all make choices and have to live with them.Annuity... I'd be interested to hear your analysis about situations where you feel it would be better to choose annuity. If you regularly give others advice about tax matters, then certainly you recognize that there may be some situations where it would be better for a player to choose the lump sum.
