Jazzy: I live in NY. When I play Mega Millions in NY, the rules REQUIRE that I make the cash/annuity choice when I _play_. If my ticket said 26 ANNUAL PAYMENTS and I win, I _cannot_ change my mind.

David: Getting advice from Andy is fine. As long as you take the LUMP SUM. (PS-I've bought CDs. Even if lotteries paid winners through CDs instead of annuities, I'd still choose lump sum.

Even though you didn't ask me the question, I'll answer it. If you win don't get advice off of a lottery board. Hire a tax attorney, a certified financial planner, and a tax accountant.

Hi Andy, ;-)Yup, that is what I am asking. I just turned 23. I am a college student. My long term goal for the money is definitely not to blow it all. But to make it grow. Use the principal I won in the lotto (that is after I use it on the many things I need to use it first as I already mentioned above) to make even more cash. David1,I'm not clear what you're asking. Are you asking why one would purchase an annuity rather than investing it in a tax free bond or a CD? I need to know your long term goals. How old are you? What interest are you getting on the CDs, etc. before I can choose one or the other.I'm in favor of taking the annuity option from the beginning. If the pot is over $100M, that's a whole lot even for one single year.
