			<description><![CDATA[<p>Greg: Actually, it&#x27;s the INSURANCE COMPANIES that make money off players&#x27; winnings when a  winner  receives annuity payments. Massachusetts still requires its 6/42 and 6/49  winners  to receive annual payments; here in NY, scratch game prizes (currently) over $500,000 are annuity-only as well. Mass. and NY are the two most corrupt lottery states. PEGLEG is right about how to go about getting an annuity _after_ choosing lump sum.</p>]]></description>

			<description><![CDATA[<p>Cash is the only way to go.  If I want an annuity I will invest in one of my choice.  I would own it.  The statements will be mailed to me.  The thinking that I would lose a lot of money because of the tax bite means nothing.  What ever money I would recieve from a win is more than I have now.pegleg</p>]]></description>
