			<description><![CDATA[<p>RJ: Mass. DOES NOT allow 6/42 or 6/49 winners to collect in lump sum. In addition, almost all scratch prizes over $200,000 are NOT paid in cash. I consider it corruption since such winnings unnecessarily go through a third party (ie, annuity provider). Companies that sell annuities to the Mass. Lottery (and the NY Lottery to a lesser extent) make huge amounts of money simply because the lottery winners didn&#x27;t have a cash option.</p>]]></description>

			<description><![CDATA[<p>That just prove my point, he was lucky enough to win the jackpot before Nov&#x27;98, otherwise he would have had  a chance to made more bad choices.  Everybody here got an opinion, but none of them as far as I know have ever been a jackpot winner. SECRET: If you live next to Iowa, I&#x27;m surprised you&#x27;ve never bought an IA ticket yet (if you were 19 or 20 you couldn&#x27;t play there anyway.) Of course you buy Powerball tickets in NE, but, IA has  Hot Lotto  and AFAIK nothing else in IA can be played in NE. 			<description><![CDATA[<p>So far, I have only bought lotto tickets in Nebraska, usually Powerball, but in 1997, Nebraska used to have Daily Millions and I played that for a while. But I usually just play Powerball. I had thought about buying Powerball tickets in Iowa, since I live next to the state border, so that if I ever won the Powerball, no one would suspect that I won until the day I claim the prize.
