			<description><![CDATA[<p>When somebody wins a large lottery prize, and that prize is paid through an annuity (whether or not a cash option was available) it creates EXTRA WORK for the lottery, because the lottery has to keep track of the winners&#x27; address, and someone has to remember to mail each installment to the proper address/PO box (and to make note if the winner gets a new address.) I would think this adds to a lottery&#x27;s administrative costs (even if a tiny fraction.)
