			<description><![CDATA[<p>Mega:Actually, the NY Lotto annuity consists of  graduated  payments (which someone who  graduated  high school knows to avoid).Someone who makes the WRONG choice in NY Lotto receives 2.5% (before witholdings) in the first check, 2.7% in Year Two, 2.8% in Year Three, 2.9% in Year Four...and 5.0% in the final payment.But, since NY Lotto has a TERRIBLE prize return, I _almost_never_ play NY Lotto, even with the cash option.(Best game in NY is the  Instant Take Five  scratcher.</p>]]></description>
