Jeeves:You live in Jersey, like Todd does, correct? In New Jersey you choose AFTER you win, be it MM or Pick-6 Lotto. AFAIK all your scratch games are either automatically lump sum, or have a cash option (with the exception of any Win for Life -type games.)Here in NY, you still have to choose _when_ you play, even on MM (Lotto 6/59 you should avoid anyway, terrible prize return). Most of our high-end scratch games pay in 20 annual payments, NO cash option.Sorry I keep bringing this up, but, if

Maryland allows players a 60-day window AFTER they win to decide. Even if he/she/they is/are barely old enough to buy tickets, expect the $180 million winner(s) to take the lump sum.

Different states always will have secondary , etc lottery games.Certain things, however, should be the same everywhere, like being able to collect ANY (non-lifetime) prize in lump sum.

To illustrate the point take today's lottery as an example.I live in Georgia, so I'll use Georgia's numbers.If I were to take the lump sum and purchase 11 investment properties at $1.3 million apiece, I would generate smaller annuities of $108,000 per property or $1.18M annually, surpassing the annuity by over $200K, annually. Cash always beats annuity because of the net present value of the cash vs. the discount value against cash in the future. Annuities do not take into consideration the effect of inflation, and the annuity award would be diminished in buying power over time. However, taking cash would allow a wise investor to to make cashflow bearing investments that will better accrue over time as a hedge against inflation. All annuity payments by the lotteries wether chosen or mandatory should have a clause stating.Upon the death of the annuitant the annuitants estate shall receive any unpaid balance of the cash value of the annuity.

I believe all Jackpot lotteries should have both the Cash and Annuity options. It is up to the players to decide.
