			<description><![CDATA[<p>RJ:You mean, of course an Ohio winner of Mega Millions would choose after they win.The NY Lottery thinks it&#x27;s a monopoly, which it is of course in NY. The NY Lottery&#x27;s treatment of cash vs annuity actually has WORSENED under its Lottery Director (I met her in 1999 at a winners&#x27; press conference in front of a store), hired in 1999 by our (now third-term) Governor.</p>]]></description>

			<description><![CDATA[<p>In Ohio, the 649 SuperLotto card has a box to be checked for cash or annunity but on the Megamillions card no such box exist, so you have a choice by default.  I assumed it was to be inline with what other Megamillions states were doing.  I&#x27;m surprise that N.Y. doesn&#x27;t have similar rules as the other states for their multi-state games.RJOh</p>]]></description>

			<description><![CDATA[<p>Todd:I never said Texas was more likely to join MUSL.I do have one concern assuming TX goes with Mega Millions:  Lotto Texas  players still must choose cash/annuity when they PLAY, not after they win. Where I live, NY, the cash/annuity choice for _both_ Mega Millions and Lotto also must be ahead of time.</p>]]></description>
