			<description><![CDATA[<p>If the rules for the winners should be changed based on age, why not consider  religion, marital situations, annual income and etc.   After all why should people who plan to give most of their winnings  to their church have to pay taxes.  Why should a single winners be treated the same as a married winner with a spouse and kids to feed.   Why should anyone with a low income and little knowledge of how to manage large sums of money  be given all that cash with a lump sum payment.
