			<description><![CDATA[<p>In Oregon you have to activate each packet of scratch tickets through the lottery terminal by scanning the bar code on the packet wrapping before removing them from their packets.  Plus when you win on a scratcher the terminal prints a winnings slip which is stapled to the ticket to show verification of payment to the person who bought the ticket. 			<description><![CDATA[<p>When I go to encash a winning scratch lotto ticket, what the retailer does is he scans a bar code on the back of the ticket (There are 2 bar codes, one for POS and another one for checking if its a winning ticket) and then you hear the music and it displays  winner.......etc  .
