			<description><![CDATA[<p>You don&#x27;t need to be a resident of VA to participate in the contest, but it is being run regionally, one lottery region at a time. While one region is running the contest, the others are not. This is why you need to input your ZIP code on the web site, so that it will direct you to the  proper  site.
