Cash,Many states claim that the Pick3 is their best money maker, so it not the goal of states to just have games with large jackpots, but to make money. The only reason states have games like MegaMillions and PowerBall is to attract new players and players who won't play the lower level games. These type of players most likely won't play Hot Lotto either if a bigger jackpot game is available.RJOh

Cash,If you check the data at , you'll see the Hot Lotto's jackpot has never been over $3M and a lot of these games start at a higher level than that, so Hot Lotto is not in the same class. It's a low level game that competes with the likes of Buckeye5.RJOh
