Both being (I think) the two poorest states in the U.S. And just because people cant afford to play, doesn&#x27;t mean they wont. They still dream the dream. 			<description><![CDATA[<p>when you vote, remember to take into account the fact that PA had a jackpot winner within 3 months of joining the game, SC had a jackpot winner about 7 months after joining, but it also took SD 12 years before they sold a jackpot winner, and CO has been in the game for over 2.5 years, and stil hasn&#x27;t had a jackpot winner.  You should also take into account that the USVI has not had a ticket win $5K or $100K yet (I think.  Feel free to correct me if I am wrong.).</p>]]></description>
