			<description><![CDATA[<p>I disagree.  PayPal offers less protection than using a credit card alone.  It is not illegal to use your credit card to make a deposit as you say.  Something that is not yet law (and may never be) has no bearing.  My 2 cents.</p>]]></description>

Based in Costa Rica. But they&#x27;ve been in business for a while, and the lottery payout percentage appears to be 90.00%. BobP is right about protection, though - non-existent. (In Massachusetts we have a pick 4 lottery drawn once a day, but u can play three first digits or three last digits-, so it&#x27;s the same as having two separate pick 3 drawings, midday and night, like what some other states have).
