			<description><![CDATA[<p>Must be legal because the retailer I buy from lets anyone trade in Scratcher free tickets for equivalent cash.  I think it depends on how stingy the retailer is.  Some are so hell-bent on following rules that they won&#x27;t do it I suppose.</p>]]></description>

			<description><![CDATA[<p>I was informed that it is perfectly legal to redeem a Free Ticket Scratcher in California for money value of ticket.My retailer says thats hogwash. Anyone know?I already read the entire lottery regulations online and cannot find anything on it specifically...Think it has something to do with financial instruments or something like that.Thanks.Mark.</p>]]></description>
