			<description><![CDATA[<p>Anyone who has a winning ticket in their hands and is looking for the right owner, would probably cash it in.  Those who take their time to search for the winner or winners, and if they had found someone, anyone  would say it is there&#x27;s just to have it.  No matter who&#x27;s ticket it is, you lose it, you find it, you can claim it if no one had signed it before hand. There is no proof you had purchased the ticket with those winning numbers, unless you had signed it.
