			<description><![CDATA[<p>Rollover&#x27;s are very effective at increasing lottery sales. It has a $40M winner from Indiana,a $65M winner from Pennsylvania and even a sailor who won $25M who was stationed in Japan and bought a tickets when he traveled through Ohio on his way to California.
