I live in a state with a lottery(Louisiana), but I do know some people do cross over the border to play from MS and AR, states without lotteries.Even though Texas has a lottery, I think some still cross the border to play ours. On the soon to be gone Powerball Instant Millionaire show, when the scroll the list of home players, it's not unusual to see names of people from TX, AR, and MS.
