			<description><![CDATA[<p>I live in a state with a lottery(Louisiana), but I do know some people do cross over the border to play from MS and AR, states without lotteries.Even though Texas has a lottery, I think some still cross the border to play ours. On the soon to be gone Powerball Instant Millionaire show, when the scroll the list of home players, it&#x27;s not unusual to see names of people from TX, AR, and MS.
