The only reason IMO Delaware doesn't have both DE Lotto and Hot Lotto is DE's small population.

i can't argue with DE because the odds are better to win it, the matrix is small, and despite the small population, they still have a way to get an in-state jackpot to get over $2 million.

Yes, I'd rather see DE sell Hot Lotto. All-cash jackpot however.
