And unclaimed prizes - when they&#x27;re unclaimed because the winner is unable to correctly interpret the game piece - certainly are very bad, no matter what entity dventually ends up with the money.</p>]]></description>

I think the lotteries offer all those worthless game instructions to give the loser a feeling of some control before learning he has won nothing. I can imagine in your scratch game idea that someone could say they accidentally scratched two of the blocks, so they should really win.
