Idea: Free Lotto ATM Discretionary Emergency Fund for Oil..Funded by Oil Companies..
I can't remember where on yahoo i read it, but i read on yahoo that Oil companies made together 87 billion dollars...I am sure they can chip in and collect 3 billion and the 180 to 210 million dollars from earned interest can go into a free lotto working like an ATM working as an Emergency Fund... I am sure they got like 20 BILLION (together) in the bank...Those 3 billion they are not going to lose it is only going to be on hold for 1 decade until the oil situation gets better....
