Are ambiguous statements covered by the 1st Amendment?
There are a few narrow categories of speech not protected including incitement, defamation, fraud, obscenity, child pornography, fighting words, and threats . However with the exception of child pornography, the others could be protected speech if the statements are ambiguous. Another idea that just doesn't fit reality.
The Suspension Clause protects liberty by protecting the privilege of the writ of habeas corpus. It provides that the federal government may not suspend this privilege except in extraordinary circumstances: when a rebellion or invasion occurs and the public safety requires it.
