How I see draw histories
I keep draw histories to use for developing systems. I do not view these as a model of the data produced by the mechanical or PRNG process (or in PA, BOTH). I view it as a collection of the results they paid on.
Every single state lottery runs test draws, some even publish the results. I place no value in this data because the state never intended to pay on those results. Power Ball used to publish test draw data.

PA Cash Pop... they are giving them away...
While playing the pick 3 today, halfway between printing out the tickets the machine spit out a free cash pop ticket for the $1 Lunch Break draw (1:35 pm, draw # 94) with 5 picks on it.
Did not pay for it, they did not charge for it, it was a give away promotion of some sort.

Fantasy 5 promotion in GA
Georgia currently has the Fantasy 5 promotion, where you buy one get one free ticket.
I bought $10 worth, marked on each slips to get additional 10 tickets, free. If I marked 5 set of numbers in one slips, and another 5 sets in the second I would have gotten 2 free tickets. Within the rules stated that 1 free ticket given per slip. So, to better my odds I bought each sets on different slips....
