Certainly cash value for me because that is the only *real* number. And, I am not a spring chicken any more...
And, as always, I fervently hope that the guy in Washington D.C. would issue an executive order making a mandatory interest rate of 0.00% for all lottery annuities and removing taxation for all lottery winnings, forever.

2 primary items are of concern for this participant when it comes to the choice of going with the C ash value vs Annuity .
1) Taxes
2) Age
I know that the 37% tax figure will be addressed this year just 1 time and no state income tax. There are no assurances that my state(TN) couldn't implement a 1 time tax similar to what CA WA states are proposing or start a state income tax. I have no idea what the Fed tax rate in 5, 10, 15, 20 or 25 years might possibly change to either. https:/

I re-did the calculations and it's the typical draw game, in terms of payback %.
But it is still far better than MM, in my opinion. Here's why:
Probability of winning the top prize is just over 12 times better. $18 million (or the annuity of $1 million/year) is still life-changing money.

I am pretty confident that their estimation is too low.
In the estimate file (published before Tuesday drawing), that were forecasting $94M sales for this coming Friday. But they sold $98M on Tuesday (that is +38% v. the prior Tuesday).
So on Wednesday they will sell at least $113M (that is +45% v. the prior Friday - those percentages are now finally growing exponentially, given the jackpot levels).
That means roughly +$18M in additional advertised jackpot (computed as +$28M of sale

I think they're underestimating the sales tonight and they're going to be closer to matching saturdays sales of 230
It looks like you nailed it after all, and for the first time in a long time sales for a Monday weren't significantly smaller than for the previous Saturday. The final jackpot is reported as $1.201 billion, which is very close to $230 million in sales.
Not that it wasn't already obvious that 1.3 billion was conservative for Wednesday, but since we're now starting about $10

If a free ticket does not contribute to the jackpot, it is worth 35 cents. This is the expected value of winning $4, $7, $100, $50,000, $1 million, or $9 million. $9 million is the cash value (with today's interest rates) of the starting jackpot of 20 million . Of course, the actual value of a ticket is more than 35 cents if the jackpot is more than $20 million annuity, but anything extra is player money. The cost to Powerball would be just the 35 cents.
