If you're trying to remain anonymous, structuring your ticket purchases and winning ticket claims is the opposite of what you should do, not to mention that you're wasting time and fuel to spend $3 per line.

If You Won BIG, Would You Perform Risk Management?
My top concern after winning a large amount would be security for myself and my family. Securing the finances is important, obviously, but I'd be nervous every time somebody left the house because of the kidnapping risk. No anonymous claiming in my state, so your name's going to show up on the radar of literally a bunch of people you'd rather never meet.

LOTTERY POST 25TH ANNIVERSARY GIVEAWAY #2
Lottery wins over a million, I would stay anonymous. Invest a portion. Make some home improvements, take a vacation and a cruise with family. Help out a few family and friends with a small donation only (don't want them catching onto me winning the lottery)

Paying more money will not guarantee you anonymity. It sounds like Duke consulted honest attorneys. A good and experienced attorneys will ask about other options and if the lottery officials states we are a full disclosure and non anonymous lottery, you are out of luck.

Millionaire for life anonymity
That lottery club option is odd. You still need 2 or more people and have to establish bylaws and a group representative. The group rep is not anonymous. https://www.michigan.gov/-/media/Project/Websites/msl/BSL-A-926_Starting_a_Lottery_Club.pdf?rev=386f35bb2b704e35b23857c4c2057ce4
