1:1 is a ratio of equal proportion, it is standard accepted notaion. 1.:1 (A syntax error in programming languages) is a less used and not standard way of denoting a specific example of a 1 to 1 ratio.
I have never encountered any other usage.

I agree with your second paragraph. The first one still has an error:
Two 1 in 146,100,669 chances
2*1/146100669 is 1 in 97,400,446. This is incorrect for 2 tickets (it is correct for 4 tickets).
Each ticket has a 1 in 292,201,338 chance of winning, the same as a single ticket. But when you have 2 of them, your overall odds of winning with the two tickets is 2 in 292,201,338.

Had this type of the odds are debates many times and usually both sides are saying the same thing but expressing it differently. Some divide the number of outcomes by the number of chances and others divide the number chances by the number of outcomes and get a percentage. In the first example 1000 divided by 2 equals 500 to 1. In the second, 2 divided by 1000 equal .002 which is the inverse of 500 to 1.

I'm sure that lots of players will spend $390 on PB tickets, but I doubt that many would spend it all at once. There are 13 weeks from 12/1 to the end of February, and 13 divides conveniently into 390 to play $30 per week. At the $2 cost that's 5 tickets for each of the 3 drawings, and I suspect that few players want to but 5 tickets for every drawing. Interestingly, the FL limit for advance play on PB is 52 drawings. That seems like a sensible number for a game with one drawing per week or two
