I don't see how a vending machine problem is the retailers responsibility. A vending machine is a way for a store o sell tickets and collect the commission without paying an employee. Why shouldn't equipment the store uses to take your money be the store's responsibility? Lottery retailer responsibilities. So sorry to hear about the Bad Machine and I can understand the frustration involved. But, I think I would prefer to just find another place for ticket purchases, preferably where there is a live clerk. Please do as you wish, but it has been my experience that decisions I make when I am angry, upset, or just PO'd are usually not the best decisions I could have made at the time. Best wishes to you.

I know the vending machine at a nearby supermarket can be opened by store personnel, and I'd imagine that almost all vending machines can be opened by the store they're in. I'd expect the store loads the tickets from the same batch used to load counter displays. In that case I can't imagine how there could possibly be a difference.
