I posted the LIST (not lists) for California in the Pick 3 section on this site to show my ability to predict winning 3 digit numbers. You stated that touts usually charge a fee, well i've charged nothing for my list. The list I posted was for free.
The esteemed LP member, AllenB, challenged my assertion, so I created a list for HIS state...California, so he could see.
I can't play in California because I live in Michigan and the list that I created was for AllenB.

Works for pick3 and pick 4
Any 3x3 grid used in such a way has about 10,305 combinations where adjacents touch.
As there are only 1,000 combinations in the pick 3, the only way you will not find a winner is if the tenth digit is picked, as the grid has only 9 digits. Also pair and triples would not work if all 9 digits are unique, but there are 720 unique combos in the 1,000 possibilities.
The real question is can picks be derived that are affordable to play?

because in lotteries the more you study, the more difficult it becomes to predict the next draw
There is not the need to study the data as much IF you learn to write proper back tests for whatever systems you work with. At the very least, any system would need to be profitable OVER TIME... and I have yet to back test a system that was, even on the pick 3. I even ran a back test once on a raspberry pi that back tested every single replacement strategy. It ran through 10 billion iterations and took days... the result was a replacement list that exactly matched the most frequent follower for
