01) Payments to the administrator: Someone out sick and fails to pay for a drawing - cover for them or not - are they out for the drawing or out forever?
This one should be very easy. If you had a pool of say 100 people, I would be shocked at a 100% collection rate for every drawing.
If someone fails to pay for a drawing (sick or not, that's irrelevant, people can fail to pay for any reason), why would they be included in the drawing? If you played the same numbers every week for years

Without knowing the actual breakdown we won't know for sure, but we can see what the probabilities are. There were about 9.5 million tickets sold and it's fairly safe to assume that no more than 80%, or a maximum of 7.55 million, were QP. Balancing Odds and Cost 😁
A lot of players talk about or are thinking about value when buying a lottery ticket. That's fine if that's important to a player.
As for me personally, because of the ridiculous odds against players, I don't give value any thought at all. When I buy tickets all I'm thinking about is What could/would I do with it if I won a big pile of money? I know and accept the fact that I'll probably never actually have the pleasure of making that decision.

89 second prize winners for the powerball
Approximately 75% of all lottery tickets sold are QP's Therefore I'd expect 67 of the 89 second place prizes to be QP's.
I think the big question now is do they have enough money in the second place prize pool to pay out the total second place prize value of $117 million? My guess is they don't and the 89 second place prizes are going to be paid out on a parimutuel basis. G5

Probability of winning with multiple tickets
Each ticket is up against the same odds. Take your theory to PB and MM level. Consider that for every drawing those who play do not realize they are all part of one humongous pool. We'll use odds of 300,000,000 to malt it easier. So if the first ticket is up against 300M and the next ticket is up against 150M, etc. somebody will have twin.
