Think about what the draw history represents... it is not all of the draws on the PRNG or ball machine, as they all run test draws... it is a record of the combos they paid out on.

I generated a list of 286 numbers using the randbetween function in a spreadsheet yesterday, then compared that list to the Pick 3 draw history in Pennsylvania (mid and eve) going back to the date you posted your California prediction list. I didn't look for box hits, just straight and was surprised to find 22 matches. No, buying all of the tickets is a guaranteed win. But, buying all 1,000 pick 3 combinations will cost twice as much as the payout. In PA it pays $500 for $1 straight.
All I am saying is that there are no math tricks that apply here because the possible outcomes are always the same. 2:1,000 is equivalent to 1:500 in general, but not in this case.
