Why would they want a jackpot to roll without a winner? Just for fun? They're salaried employees so there's no financial incentive. If they're going to cheat, they'll do it Eddie Tipton style and buy tickets with numbers the rigged RNG will pick. Trying to game the thing not to pick someone else's numbers is more complicated.
