There is no maybe about it. They have advertised that there will be (10) 1 million dollar prizes, even if only one ticket is sold. If they renege on paying out (10) 1 million dollar prizes, it is false advertising at best, and fraud at worst.

Based on the worksheet I figured a roll should be about 1.011 billion, but playing it safe and advertising an even billion isn't a surprise. The most recent worksheet estimates the supported annuity at 1.017. The worksheet with the sales estimates OTOH, is now saying he supported annuity is 1.155, and the sales forecast has been bumped up from $133 million to $162 million. If they advertise $794M, they get less excitement/sales than if they advertise $800. I more or less agree with your reasoning because, even though it's a small difference in the grand scheme the lottery would be offering a few million bucks more. If you look at advertised jackpots from the past I think you'll find that for whatever reason they take their best guess at sales and stick with that number.
