It's primarily because they perceive an increased ticket price as bringing in more money. There is a certain percentage of the population that plays the lottery compulsively and if they offer a variety of $5 minimum price tickets, then the overall revenue increases. At least that's what it looks like on paper. Lottery Places app now back on Android!
