I know that this is technically not a lottery question, it's about PCH Sweepstakes bankruptcy .
So, Publisher's Clearinghouse had a Sweepstakes where if you win you were supposed to win millions of dollars for life through an annuity program. They even had an annuity program where when you die someone you chose as your heir, gets millions of dollars until they die. Recently and suddenly, PCH went bankrupt, leaving winners suddenly in financial ruin. I also was thinking about the recent Publisher's Clearinghouse annuity fiasco when they went bankrupt and left annuity winners out in the cold and one annuity winner in particular was left financially ruined as he quit his job roughly 10 years ago when he won the PCH Annuity for Life as he was supposed to be getting millions of dollars from PCH until his death and then the payments suddenly stopped permanently when the PCH filed for bankruptcy. Is the Annuity payout safe?
Unlike Publisher's Clearinghouse, when you win a large amount of money and take the annuity, the lottery really does have all the money needed to fund the annuity right now. They buy the annuity for you and then you collect from whoever sold the annuity to the state (probably government bonds). You are not depending on the state to raise the money needed to pay you every year.

The cash value goes up with sales (27.6305% to be exact). Then, they calculate what the annuity value is based on that cash prize and current interest rates. If interest rates go up, the sum total of annuity payments goes up. If interest rates go down, the sum total of annuity payments goes down.

just look at what happened with publishers clearing house.
Here's a fun fact. Publisher's Clearing House wasn't running a Ponzi scheme, but they were apparently paying for prizes won in the past with the money they were making when a prize payment was due. There was no prize money set aside in a separate fund, let alone with a 3rd party that was responsible for making the payments independently of PCH. Mega Millions and Powerball Race
It only made it past 160 because interest rates are up. The cash value of 72.9 million is only 44.7% of the annuity value. The last time it got past 150 the advertised annuity of 157 had a cash value of an even 72 million.
