Personally I don't knock those that play MM. Everyone has their own reasons for playing or not playing MM, whether it's indignation at paying $5, or the ones that will pay $5 because the jackpot is still life changing. Back in the day when my wife and I were pulling down plenty of money to cover bills and had enough left over for entertainment, I would play all the lottery games. Do you care about hitting box on pick 3?
For many years, my goal has been picking one straight combo. I had considered that a box hit meant I was still wrong with the attempt.
These days, instead of spending that $1 on a straight shot, I go 0.50/0.50 because boxes do happen more frequently than straight hits. I agree that it is not exciting, but when I limit my budget to $14 a week (Pick 3 mid day and evening), that $40 (or $80) leads to a few weeks on the house.

Are you playing Mega Millions with the $5.00 per play?
To clarify...my weekly budget is $10. If I'm buying MM tix, there's nothing left for the other games. If I play only Friday that leaves $5 for Saturday for Lotto and PB. I have considered doing that, but with TX Lotto climbing like it has I decided to play it at least Wed and Sat along with PB on Sat, and 2 Step Mon and Thurs. More games, more plays. Everyone's situation is different.

Mega Millions and Powerball Race
Your idea of setting money aside that you did not spend makes sense. I decided a while ago to set a budget of $20 per week. I came up with the number by deciding to buy one less coffee a day. At $3 per coffee, that comes out to about $20 per week to spend on lottery purchases.

I am still playing albeit differently.
Before the change, I would buy one $3 ticket each draw.
Now I play only on Fridays, one ticket.
I consider my weekly budget more than the cost of the ticket. I used to spend $6 a week on MM now I spend $5.
If I only looked at the ticket prize $5, I probably would not buy a ticket, I guess looking at it from a weekly budget perspective helps me to rationalize why I still play.

Does Lottery Software work?
Most weeks I have a 0% ROI. But there are 2 reasons why I don't mind...
1. It was a total cost of $14 to play the entire week.
2. The occasional hit on pick 3 is enough to continue on house money for months!
While I can see the value of playing more tickets when they use all of the numbers, there is still no guarantee that they will group enough on the same ticket. If I played a wheel on those weeks I play the 6/49 PA Match 6 instead of just one combo, I would not be content with any
