Has lottery courier service turned into a betting platform?
I think that many members here have heard of the lottery courier service that once someone from Iraq utilized to win the Oregon Megabucks jackpot. Has this site recently changed from a courier service into a site that only place bets on lottery outcomes? Their latest terms of service sound like they can choose if they buy you a real lottery ticket, or if they are just placing bets on a lottery trough a bookmaker on Malta. The state of Oregon cannot legally approve the use of a service like the Lotter butler service, because it involves Interstate Commerce, which is the buying and selling of goods and services across state lines. In this case, the Lotter is a foreign lottery courier service. Only the U.S. Federal Government can legalize the utilization of a butler lottery courier service, because the U.S. Federal Government has jurisdiction over issues of Interstate Commerce.

That's a very complex question. However, I don't think it applies to the service I linked, because it is a courier service for lottery tickets, which are legal. The gambling is being done when the courier purchases the lottery ticket in the store, the gambling is not conducted online. But there are a thousand different theories for that -- it is a gray area. No changes planned for USA Mega. It will continue focusing on the USA's 2 biggest multi-state games, Powerball and Mega Millions.
