I don't think it's because of the third drawing in a week. People tend to buy lottery tickets on a per-week basis, not a per-drawing basis. I suspect that many people who were buying multiple tickets for the Wednesday and Saturday drawings stuck with the same weekly expenditure or maybe added one more ticket. 01) Payments to the administrator: Someone out sick and fails to pay for a drawing - cover for them or not - are they out for the drawing or out forever? This one should be very easy. If you had a pool of say 100 people, I would be shocked at a 100% collection rate for every drawing. If someone fails to pay for a drawing (sick or not, that's irrelevant, people can fail to pay for any reason), why would they be included in the drawing?
