New Company managing Ohio Lottery

Which states are providers?
The title doesn't match the post. Which states provide ___? Or, who provides ___ to each state?
If you're talking about lottery vendors like IGT and Scientific Games, those vendors change from time to time when the contracts expire, so a list you saw years ago may no longer be accurate. Though it may be time consuming, you would get the most up to date info by emailing or calling each state's lottery. The info is public record, so they are obliged to tell you.

Do Rng Computers Know What Numbers Not To Pick?
The problem is not with the RNG itself - that is (or should be) entirely random. Depending on the setup, there are ways to tell either it or the system taking its bits and alter them as Iowa proved. People are the broken link and always will be when it comes to any game of chance but MUCH more so with RNG because it is behind closed doors.
