I know Kentucky Lottery does manipulate their numbers based on the numbers played. They pay out the least amount possible based on the numbers drawn The computer that generates the numbers is an algorithm and it is AI, so it learns patterns. Numbers submitting Cutoff Time
I agree, they hold on to LOTS OF PEOPLES money because when you add it all up, all those peoples money is a ton of bucks that the banks are making interest on. I call BS on them for doing it, but The Fed's are letting 'em get away with it because there are no laws prohibiting banks from doing it.

Accurately predicting winning numbers
I have a strategy predicting winning numbers good for all states , but showing a profit is a different thing. And system sellers will never say it. Most pick 3 games payout at slightly less than 50% of the odds so even if a system predicts at 90%, it still loses money. Not saying it's impossible to have a profitable strategy but how are the going to convince a large number of people to by to collect more money than they can make by simply playing system?

Washington state getting ready to impose huge taxes on lottery jackpots
Just a heads-up to Washington state players: You may go from zero taxes on lottery wins to 9.9% state tax on jackpot wins. This is among the largest state taxes in the country.
The Washington state senate passed legislation in the past couple of days to create a new state tax on millionaires , which means lottery jackpot winners.
