The last two weeks I have had no problem with PTS with my Capital One Mastercard, hopefully they will fix their problems for everyone else...I think I read that PTS runs the cards in Spain, are the tickets from Spain also? El Gordo?
Some lotteries already do an El Gordo-style raffle periodically. But I don't think there will ever be an El Gordo SIZED raffle in the USA, because in Spain it is a cultural thing, and nearly the entire country plays. In the USA games like Powerball and Mega Millions are more culturally adapted, with a jackpot that one person can win. (In Spain, the top El Gordo prize is smaller than a typical USA jackpot, and is won by many people.)

Euromillions
More than likely the most winners come from where the most tickets are sold. Here in the US, CA, NY, PA have the majority of jackpot winners because they sell more tickets (and they have higher populations). But also, sometimes, it's just the way random is. Higher populations does not always equate to higher ticket sales. If Spain sells more tickets, Spain will usually have more jackpot winners.

I must correct you. Many countries including my country sweden have zero taxes, but some like Spain have 20% flat taxes. Euro millions is not offered in sweden but is multi-country lottery. A winner in spain recieves less cash than one in france.
